2027 Property Revaluation

April 2026:

Our citywide Revaluation is set to begin soon and will conclude in the summer of 2027. We have contracted with KRT Appraisal of Haverhill, MA, to complete the project.

A “Full Revaluation” includes measuring and listing all properties to verify existing assessment data. The end goal is for assessments to be adjusted to reflect market value as of April 1, 2027. This creates equity and ensures a fair distribution of the tax burden across all property owners. The last Revaluation was implemented in 2008.  The revaluation does not raise the overall tax burden but rather resets how the tax is distributed to individual properties.  Current average assessments using the 2008 model are approximately 42% of actual current sale prices.   

Phase 1, Data Collection:

KRT staff will be measuring all structures and collecting property data for every property and will request a quick inspection of the interiors. In this way, you and we are assured the information used to value your property is accurate. You do not have to allow them on your property, but the information they are gathering and verifying makes an accurate assessment much more likely and will help to preserve your appeal rights if you disagree with your valuation. 

Data Collection staff will be working in segmented areas of the city which can be tracked through this and KRT’s Website.  KRT staff will carry identification, and their vehicles will be clearly identified.

KRT will be mailing postcards in advance notifying owners that they will be arriving in your general area. Once you receive a postcard you can expect a visit within the next 60 days.   Due to the large volume of properties to be inspected, KRT will not be scheduling appointments during this initial phase of the project.  If you are not home, are unavailable or your property is posted, you will be receiving a letter requesting a follow-up inspection later in the process.
