City Council Appoints New City Manager

The Gardiner City Council has appointed Thomas Hill of Harpswell as the city’s new City Manager. Hill brings more than 20 years of public service leadership, including senior roles with the American Red Cross, Save the Children, the International Rescue Committee, and the Norwegian Refugee Council. Most recently, he served as Country Director in Nigeria.
Hill was selected from a pool of 18 candidates following an extensive search process. At its regular meeting on Wednesday, May 6, 2026, the City Council approved a two-year contract with a starting salary of $127,500. “The Council spent nearly two years seeking the right leader for our city, and we believe Thomas Hill brings the experience and leadership Gardiner needs,” said Mayor Patricia Hart.
With roots in Aroostook County and coastal Maine, Hill and his family plan to relocate to Gardiner and become active members of the community. “We are honored to join the City of Gardiner. I know I have a lot to learn from everyone on the staff, the council, and in the community. I am committed to openness, professionalism, and accountability,” Hill said. “I look forward to meeting the residents, staff, and partners that make Gardiner a strong community.”
The Mayor and City Council also thanked Interim City Manager Denise Brown, along with department heads and staff, for their dedication and leadership during the transition. Hill’s first day will be June 5. A meet and greet for the public will be held at Johnson Hall Opera House on June 10th at 6:00pm.
